pt 1: Taking the obvious aside for now, I can tell you as a programmer, unless it is entirely new release IE: a stand alone installer that doesn't require any previous installations to work or a new version number of the base software then it is a patch. Considering that Snow Leopard may have come with a lot of rewritten code, a new basal frame from which to pull from and some 64 bit tweaks to Safari, it is still considered to be a patch as it didn't change the baseline version number. A standalone release like OSX 11 would be an entirely new version number and thus not classify itself as a patch.
pt 2: Per the definition set forth above, OSX 10.6 update would be considered a service pack as it contains quite a few improvements (individual patches) put together into one stand alone installable package. Essentially you are paying for a company to make improvements to software not an entirely new release of the software, and thusly would fall under the definition of being a service pack.

Putting that aside for now, 30 bucks isn't that much to pay for the software considering that OSX itself isn't that expensive in the first place. One might argue that hardware costs make up for the difference, but that is an entirely different argument all together.

A service pack (in short SP) is a collection of updates, fixes and/or enhancements to a software program delivered in the form of a single installable package. Many companies, such as Microsoft or Autodesk, typically release a service pack when the number of individual patches to a given program reaches a certain (arbitrary) limit. Installing a service pack is easier and less error-prone than installing a high number of patches individually, even more so when updating multiple computers over a network.
Service packs are usually numbered, and thus shortly referred to as SP1, SP2, SP3 etc.[1] They may also bring, besides bug fixes, entirely new features, as is the case of SP2 of Windows XP.

Sounds like Snow Leopard is a service pack to me.

He spends a lot of time on the living room couch and I would love to get him something to keep him entertained. This would be wonderful to that effect.
