on the Windows box, go to Store->Authorize Computer... log in with the account you used to purchase the apps.
note: if you're using iTunes 9 you can Turn on Home Sharing if the Mac and PC are on the same network. this way you can easily transfer any apps or songs between the two.

make sure you authenticate the windows box with the account other wise you would not be able to sync the apps.
