The big blunder was when they admitted that ESPN was in fact their single most expensive channel and yet somehow they didn't put *that* in the sports tier. Oops.

They haven't banned testing, only testing at tracks where they race during the season.
They're free to test at any track that doesn't host major NASCAR events. But anything else is fair game.

But seriously, I'm not punishing anybody. Inept American management is doing it. Making contracts they couldn't keep. Not saving cash when they were raking in the dough during the SUV boom. Western style corporate management sucks. Chasing quarterly numbers instead of focusing on long term sustainable growth. Now it's biting them (and the workers) in the butt.
Seriously, read up more on the history of the British car industry. How 'nationalistic' they became. The union battles. The government constantly injecting money. Guess what happened?

But - by definition - it doesn't *support* them. The whole thing is unsustainable. That's why they spun off the part suppliers (most of which are already in bankruptcy) to try to stave off the inevitable. Their legacy costs are too high and can't sell enough product with enough profit to make it work.
Bailouts keep the lights on for a few months. It doesn't change the fundamental equation.
Just ask the British.
